SALEM, Ore. — The Oregon Department of Agriculture (ODA) is proposing to approve a substantial change to an existing Medium CAFO NPDES Permit Registration for Wilsonview Dairy Inc, a dairy facility operated by Derrick Josi.
Mr. Josi is requesting to combine the CAFO registration of an existing Medium CAFO (MA# 1000029) located at 130 Donaldson Road, Tillamook, with an existing Medium CAFO (MA#63526), at 2470 Olson Road N, Tillamook. Both facilities are in Tillamook County. Combining these two operations and increasing the permitted animal numbers will change the size designation to a Large, Tier I CAFO. Both existing CAFOs are registered to the NPDES General Permit 01-2016, that was administratively extended on Feb. 28, 2021.
The CAFOÂ National Pollutant Discharge Elimination System (NPDES) General Permit 01-2016Â regulates the manure, litter, and process wastewater generated by CAFOs to ensure that CAFO activities do not harm water quality.

What happens next?
ODA will review and consider all comments received during the comment period. Following this review, ODA may grant approval for the permittee to proceed as proposed, request that modifications be made to the AWMP/NMP or deny the AWMP/NMP.
