SALEM, Ore. — If you are processing food or beverage products that are sold into the Chinese market, you may have heard about the General Administration of Customs of the People’s Republic of China (GACC) decree 248.
Effective January 1, 2022, China’s Decree 248 requires exporting facilities of specified products to register through an online “Single Window“. China will block the import of any shipments of products that require registration but are not registered or not registered correctly.
Unfortunately, clarifications and updates to the list of products that require registration have continued since January 1, 2022. In fact, GACC updated the the list again last week. Oregon’s exporters will need to work closely with their importers to determine if their products require registration and to navigate the registration process.
If your products are going to China, we encourage you to check the latest USDA’s Global Agricultural Information Network reports to see if your product has been added to the list. Please search for FAIRS reports for China in the search tool. Here are the links to the report from last week and this week.
For some products, the column on the list may indicate “Yes” under the heading “Competent Authority Recommendation Required”. The Federal Drug Administration (FDA) has developed a portal at this link for the collection of the necessary information to register with GACC. Please note that, while the FDA collected producer information by December 17, 2021, for the first registration with GACC, they continue to collect information to share with GACC at a future date.
